Los Angeles Police Department Lieutenant Frank Drebin Jr. single-handedly foils a gang of bank robbers disguised as schoolgirls. Unbeknownst to him, the theft of a device called the “P.L.O.T.” device from a safe was a diversion. Police Chief Davis Drebin is reinstated when his abuse of power becomes a legal liability. Meanwhile, Drebin and his partner, Ed Hawken Jr., honor their heroic parents. Drebin asks his father to give him a sign, in the form of an owl.

Drebin investigates the fatal car accident of software engineer Simon Davenport, which is determined to be a suicide. Simon’s sister, Beth, a detective novelist, argues otherwise, but Drebin dissuades her from imitating her novel’s hero, the amateur detective. Drebin meets Richard Caine, Simon’s wealthy employer at Edentek, at the company’s technology expo. After enjoying the Black Eyed Peas’ music, Kane donates a self-driving electric car to the police squad—which wreaks havoc with Drebin behind the wheel—and advises him to visit Kane’s private nightclub. Drebin notices Simon has a box of matches from the box.

Kane secretly demonstrates how he will use the stolen P.L.O.T. to barbarize humans and wipe out the population so that his billionaire colleagues, isolated in a bunker, can rule. Using bodycam footage to interrogate a rebellious thief, Drebin reenacts a shameful bout of diarrhea caused by his excessive consumption of chili peppers. He discovers the safe that once belonged to Simon, linking the two cases. At Kane’s nightclub, Beth distracts him with an exhausting impromptu poop-singing, while Drebin fights off several thieves to access the security footage, discovering that Simon has been secretly meeting with a journalist.

Davis suspends Drebin for his insubordination. Beth stayed with a frustrated Drebin, who was finally considering ending his relationship with his late wife. Kane’s agent, Sig Gustafson, spied on them with his heat-glare gaze, mistaking dinner preparations for oral sex and bestiality. Drebin and Beth spent a romantic weekend at a chalet in the Alps. They had a threesome with a magically animated snowman, but the affair turned deadly after they neglected him.

Drebin discovered the murdered reporter and was easily framed. He escaped, but Kane took remote control of the electric car to kill Drebin, just as he had Simon. Drebin blew out the windshield, but found himself trapped again after colliding head-on with balloons, bees, and a replacement windshield. He accidentally activated Clippy, who graciously opened the doors. Meanwhile, the police squad was disbanded and transformed into the Halloween spirit. Beth revealed that Simon feared P.L.O.T. abuse, but Drebin suspected Beth of using it and retrieved her TiVo.

Drebin captures Gustafson and manipulates him into believing that Kane has confessed. Drebin warns him that, as he is “handsome” in prison, Gustafson will go viral on social media and be forced to maintain his slim figure for his fans. Terrified, Gustafson confesses to Kane’s plan to activate P.L.O.T. during a New Year’s Eve ball drop at a mixed martial arts match. Drebin goes to the match at a Ponzi-scheme.com arena equipped with digital filters that block P.L.O.T. Beth, disguised as her heroine, plans to kill Kane, but he sees what his book predicted coming.

Drebin finds P.L.O.T. at the New Year’s ball drop. He pulls down his pants during the ball drop, revealing himself in shocking detail to the crowd. No one respects his evacuation order. The plan is activated, and pointless violence erupts throughout the city. Drebin fights innocent people using ricocheting pistol cartridges, but he is unable to catch Ken, who is escaping. His father’s spirit arrives in the form of an owl, airlifting Drebin and blinding Ken with its droppings. Ken collapses in pain after being punched in the stomach. He escapes again with a flying device, but crashes into a lamppost.

Beth still wants revenge, but Drebin dissuades her, even though he himself relishes it. They use the plan to calm the crowd and embrace tenderly. As the film ends, Drebin becomes the subject of an investigation by “Internal Affairs”—actually the name of a tropical resort. The scene cuts, but Drebin and Beth are unaffected. They glimpse the audience through the fourth wall, which Drebin shatters with a punch. After the screening, “Al” Yankovic, who has been hired to play a role in the billionaires’ hideout, finds no one there.
